It began in 1997 as part of the FRA’s Next Generation High Speed Rail Program, which explored service beyond the Northeast Corridor where electrification might not be financially practical. In October 1998, Bombardier and the FRA agreed to invest $13 million each in a prototype, built at Bombardier’s new plant in Plattsburgh, New York. Completed in June 2000, the locomotive used a gas turbine for high-speed running and was tested at the Transportation Technology Center in Pueblo, Colorado, reaching 156 mph in 2001. The proposed train paired turbine power with passenger cars derived from Bombardier’s LRC tilting-train lineage and cars built for Amtrak’s Acela. Proposals included Florida’s Orlando–Tampa route and Via Rail’s Quebec City–Windsor Corridor, but none proceeded. Other studies and proposals considered routes in Alberta, Texas, the United Kingdom, Australia and Mexico.
