The chain grew from two stores in 1987 to 288 locations by 1995. A new senior management team repositioned it in 1996 as a preteen girls fashion store. Limited Too, Inc. was spun off in 1999 to build an independent brand identity. Its parent company operated the Mishmash chain from 2001 to 2003, then shifted its focus back to the preteen customer. In January 2004, Too Inc. introduced Justice: Just for Girls, with many early Justice locations converted from Mishmash stores. Too Inc. became Tween Brands, Inc. on July 10, 2006. By February 2008, Limited Too had 582 stores in 47 states and Puerto Rico, plus 25 franchised Middle East stores, and later exceeded 600 stores at its peak. In August 2008, Tween Brands announced a conversion of Limited Too stores to Justice; 560 were rebranded between December 2008 and June 2010.
