After investing $125,000, he opened a 4,000-square-foot store and developed a retail concept around the fragmented party-goods market. In 1987, the store devoted more than a quarter of its space to a Halloween Costume Warehouse, establishing Halloween as a lasting part of the business. Franchising began in 1989; by the end of 1993, the chain had 58 outlets. The company later shifted toward company-owned stores. In 2005, Party City was sold to a subsidiary of AAH Holdings, the owner of Amscan. Acquisitions of Party America in 2006 and Factory Card & Party Outlet in 2007 expanded its retail network. Party City acquired Canadian retailer Party Packagers in 2011, and those stores began rebranding as Party City in 2012. The company became publicly traded in 2015. After Chapter 11 filings in 2023 and 2024, it completed a debt-reducing reorganization in September 2023, then announced plans to wind down corporate-owned U.S. stores. In 2025, an Ad Populum affiliate acquired its intellectual property and wholesale operations, which continued as New Amscan.
