The Bank of Albania is the country’s central bank and issuer of the Albanian lek. Its institutional history began amid efforts to establish a national monetary system after independence in 1912. A first bank project was formed in 1913 but lasted only a few months. A convention signed on 15 March 1925 set up the National Bank of Albania, formally established in Rome on 2 September that year, with operations in Albania. Its early offices included Durrës, Shkodër and Vlorë; Durrës served as the center of operations in Albania until 1938, when central functions moved to a purpose-built office on what is now Skanderbeg Square in Tirana. After liberation from German occupation, the Albanian operations were nationalized on 13 January 1945 and renamed the Albanian State Bank. Financial-sector reform after the fall of communism led to commercial activities being separated into successor institutions, including the Albanian Commercial Bank in 1991. In 1992, the State Bank adopted its current name and focused on central banking in a two-tier system. The National Bank’s Italian legal entity was liquidated in 1957; in 1996, an agreement provided for the return to Albania of most of its former gold reserves.
