Founded by Arthur Burns "Pappy" Chalk, the airline began as Red Arrow Flying Service in 1917, flying floatplane charters from Miami. It claimed to start scheduled Miami–Bimini service in February 1919 as Chalk's Flying Service. Its first base was a beach umbrella on Biscayne Bay; after Watson Island was created in 1926, the company built a terminal there and operated from the island for decades. Resorts International bought Chalk's in 1974, and United Capital Corporation acquired it in 1991. After a 1996 sale, it operated as Pan Am Air Bridge; following bankruptcy, James Confalone purchased it in 1999 and relaunched it as Chalk's Ocean Airways. Security concerns moved its operations from Watson Island to Fort Lauderdale in 2001. Following the fatal Flight 101 crash in December 2005, the airline suspended service. It planned a return under the Chalk's International Airlines name in 2006, later using leased aircraft for limited routes. The U.S. Department of Transportation revoked its scheduled-service authority on September 30, 2007, ending operations after nearly 90 years of flying.
