From 1988 to 1993, Towers Financial raised more than $400 million through bonds and promissory notes, using false financial statements to attract investors. In February 1993, the Securities and Exchange Commission alleged that reported profits concealed substantial losses. The company filed for Chapter 11 bankruptcy protection in March 1993. Hoffenberg later pleaded guilty to criminal charges and was sentenced in 1997. The case became a major financial fraud scandal in the United States.
